Senator Gary Stevens moved and asked unanimous consent that CS                                      
FOR HOUSE JOINT RESOLUTION NO. 4(RES) am Urging the                                                 
United States Congress to pass legislation to open the coastal plain of                             
the Arctic National Wildlife Refuge, Alaska, to oil and gas                                         
exploration, development, and production, be returned to the Rules                                  
Committee. Without objection, it was so ordered.
